The Lobbyist Registry tells us this Starlight is looking to intensify this lowrise apartment property with infill development.
This site is located on the north side of Sheppard, just west of Keele.

To my eye, the only logical infill here is to extend the eastern wing of the building (right side of image) to the south (Sheppard).
The Separation distances are either sufficient or already encroached by the existing built form.
The only obvious limiting factor to the above, is the school yard to the immediate east of the site. But at lowrise height, the position of the building seems unlikely to shadow the yard during the school day.
While a modest extension of the western wing to the north also seems plausible, there is a City Park to the north and west of this building making shadowing a severe constraint.
Coming across the Sheppard frontage is also plausible, but would require more extensive tenant relocation, and be slightly more challenging in terms of privacy/separation (though it is manageable, I think.)
