    I believe pre con sales in all time low. I am not sure they could sell all these terminated contracts. I also believe they won't complete this project. Even if they do, I would doubt the quality.

    I believe the reason they are sending this in batches is to pressurize the people not to cancel the contract. If all amended contracts are sent on same time to 200 buyers. They might not have time to pressurize everyone.
