Neighbouring could always mean across a street, although we use proximate for that typically, at my company. Abutting is the property immediately next door. (I have no knowledge here, but just in case there are some other options nearby that they might be referring to.)

What makes it ordinary to you? It's sort of sad that you can't see the beauty in something this stately, clean, and simple. Not every building should scream at you. People can learn to appreciate things they may not have in the past. You can't make them though, you're right about that.
