    I agree to be clear - just discussing the logistics of Ford's harebrained scheme. If Ford wanted to refute the City's claim of it costing $48 million to rip out the lanes, he just needs to convert only the sections which are "painted" in. That would cost like a million bucks at most.

    Unfortunately the City cannot compel Blanchard to build anything beyond maintain the property in a basic state of cleanliness. It's emblematic of an inept landowner, who unfortunately owns a decent chunk of downtown.

    Another note - the City is absolutely *terrible* about maintaining a properly consolidated version of the Official Plan online. What is posted on their website is not always accurate to what the actual in-force policies are. It's a bit of a mess, to be honest.

    OPA 571 is under appeal to the OLT from my understanding, but it does appear the City is intent on redesignating this to mixed-use areas. This application is likely anticipating this.

    MTO is completing the EA for the last stretch between Cambridge and Milton, yes. I expect actual widening opening day to be at least a decade away still though.

    it would have already been built. It is a bit odd - but you don't need a zoning or OPA change to build more parking, generally speaking. Just file your permit and amend your SPA application.

    That doesn't inherently prevent mixed-use development - just likely... short mixed-use development. It does depend on the noise contours from the airport though, as at a certain level they don't really support residential uses. I'm not sure what that looks like here.
