I have found the fares to Ottawa vary a lot during the year and during the week. Parliament being in session can make a difference as the flights will generally be busier then. You can also save a lot if you are willing to be flexible as to time.

It's a lot cheaper now, though. It used to regularly cost me $800 (return) to go to Ottawa on Air Canada, except when I managed to score a $750 seat sale.
