To be fair, Tory was only ever President / CEO of Rogers Media (the publications / broadcasting stations) and then Rogers Cable. He didn't run the wireless division.
While not as convenient as adding on a UPX fare at the time of booking, Air Canada will sell you one once onboard just as if you were purchasing food / drinks. UPX has also had a full page (generally inside the back cover) ad in the enRoute magazine for the past few months.

There's another fudge. It's not just 5-6K commuters... that's the number per hour during rush hour. Over the course of the day, the number has been shown to be in excess of 100K.
That option has been around since at least the late 90s. I used to use it all the time. Originates at Queen's University, stops off at the Kingston Bus Terminal, then direct to Pearson.
