    There appears to be a new lintel above the retrail windows which is holding the upper two floors of masonry. The joists probably run parallel to the fallen masonry but I would consider the masonry load bearing.

    There are no buildings under High Tension Lines because the utility owns the corridor and values it for transmission purposes. The Right of Way is zoned greenbelt, has very minimal frontage and living close to the electro magnetic field may have health consequences. A specific bylaw is not needed.

    I was surprised to look in the hole with the steel I beam and see concrete. If timbers are placed between the steel to provide shoring how do they remove the concrete or alternately why place concrete that has to be removed?
