If they have the bus, sure.

The problem is driving have mostly fixed cost, no matter how much you drive, so people drive wherever they go; while transit has a variable cost based on the number of trips.

It would be easier to just toll all the express lanes with sensors and cameras at the transfer lanes. Tolling 1 lane: High price for 1 lane Tolling 3 lanes: Lower price for 3 lanes

Another possibility is the LRT goes along 401 all the way to Meadowvale, like the southern portion of the REM. Not sure where the stops may be but it can attract more drivers to ride the LRT instead. BRT can be as frequent as LRT with the Mississauga Transitway. One of the problems in Ottawa...

Will have to wait until GO trains are every 15 mins or less, then it will further emphasize YRT's infrequent bus connections. Side note: It is cheaper to take a few stops on GO Transit in York Region than taking YRT.
