It's laziness on the part of developers. They want to have the same appliances for all units. Who the heck needs 4 burners? If you have a tiny place, do you really need a full sized oven and dishwasher? But rather than get custom sized appliances they take a one size fits all approach.

We still got it easier than places like London and Paris. Londonist recently did a YouTube video about a Paralympian that lives close to a tube station, but can't access it. Has to take bus to the tube, then transfer lines.
