    I kinda brought this up before, and I'm not entirely sure how it works.. But MTA in NYC issues bonds. As for road tolls, a lot of the traffic on the area highways are for transportation of goods (i.e. trucks). What can we do about that? Shift it to more freight train traffic?

    True, but we did add more costs by bringing the level of service to the highest common denominator. One could argue had Scarborough not pushed for CVA if it would have turned into what it is today. It would not be a cheap area to live.
