I personally prefer to relocate the cinema to Hillcrest Mall at Yonge/16th and demolish old one and build the subway station and parking structure. After visiting the new Markham Cineplex, the Silver City is way way too old and it will have parking problem in the future.

York has two CN rails - York sub and Bala sub. If I were the officials I'd negotiate to merge the Bala sub trains to CP's MacTier sub if CP wants to merge their mainline to York Sub. Bala sub can then be sold to metrolinx for Richmond hill RER.

the ridership from Steeles to Bloor is enough to justify a subway line. Steeles is just not fit to be the terminus so the line has to go a bit north - see the Vaughan line for reasons (which has been discussed many many many times here)

none of the three implies GO short-distance fare will be same as TTC base fare (only to bring them closer), so let's forget about Smart Track. Difference between option 1 and option 3 is basically whether to increase fare on medium length TTC subway trips and Crosstown trips.
