Yes, although I believe it is part of the Broadview and Eastern Flood Protection (Phase 1) Project, being undertaken by the City, Waterfront Toronto, and the TRCA.

The current norm is to install LED if/when lighting is being changed and the City and Toronto Hydro are in final stages of signing a new Streetlighting Agreement that will convert ALL streetlights to LED. THIS was passed last week, some of the amendments are interesting,
