Aha, I found the Settlement Offer............. I missed it previously because it was way back in July of this year..........
I assume this is the basis of what happened in November, but that is subject to confirmation.

Definitely an improvement, looks like they got rid of that useless idiotic road on the west side edge of the site I believe? Still needs further refinement, but it's better.
Also still needs a 8-10 story cut in my books into the 24-26s range.
