The building permits here refer to this as a rental building.
However, if you follow the AIC link from the last page, this site would seem to not have approved zoning, and the Project Data Sheet says condos.
I assume the permits are correct and the zoning status is not. But I think this is a case for Detective @Paclo to get to the bottom of....
