I wonder why the structure that will be supporting the temporary seats on the north side (behind and above the "party deck") looks more permanent than that of the south side.

They've almost merged the Food Building with the stadium.

Took my son Go Karting at Downsview a few weekends ago and you can see the stadium from the parking lot. This was immediately what I thought too.

That south end construction reminded me of the stadium that the WWE / Saudi government built for their big show this past weekend - a 25,000 seat stadium that was built in 20 days.

Guys...scaffold is temporary!
The permanent portion is on the north side, the darker grey steel structure that has tarps enclosing most of it as they do work inside. The silver structure being put up behind it (north of it) is temporary...those are light weight aluminum posts and joists being installed by hand. More temp scaffold seating will be installed on top of that.
