Right, but you can't just dump shit in the lake. Scope would likely be removal of existing abutments and dockwalls, cleanup and dredging of the channel, bulk fill, paving and landscaping, and any environmental / species habitat remediation / replanting. Do a quick dimension check on the channel as it exists today. $5.5M for a bridge is cheap.
 
Check out this 1960s shot of The Hearn with its massive coal pile and multiple stacks before the super stack. Insane by today's environmental standards. Wow.

All those tanks, too. I remember quite a few of them remaining even in the early aughts, when I first began to explore the Portlands with my camera.
I was fascinated by those tanks as a kid. Are any left?
 
Likewise. I remember cycling through there in the 80s and 90s and the industrial smell was unique.

You can still catch it on a warm summer day near Cherry and Lakeshore right near the railway tracks.
That smell at Cherry and the rail bridge is very strange. It seems to me like a diesel fueling station. There must be some active or former underground tanks in that location. Something is not right there.
