I came across this project on Mississauga's procurement portal.
The city is planning a new city works and maintenance facility. It seems there will also be a public park of some kind included.
The procurement appears to refer to this plot of land between the CPKC tracks and Etobicoke Creek, near Sherway Gardens mall.
To facilitate the new depot, the city is studying the construction of a new bridge to access the site. There is an existing access point to the site from the north, via a railroad crossing at Loreland Avenue. Given the city's likely desire to eliminate at-grade crossings on the GO transit Milton Line, I presume the existing access would close once the new bridge is constructed.

Class Environmental Assessment Study and Preliminary Design for a new bridge over Little Etobicoke Creek and new Works Depot (Loreland)

The City of Mississauga intends to retain an Engineering Consulting firm to establish a workplan that delivers the following:
1) Land Rezoning and Official Plan amendment
This will be to complete the current on-going pre-application Rezoning and Official Plan amendment (OPA) for the said lands for the Works Depot (and Parkland – provisional). Completion on this task will be the site rezoned to permit use of the Works Depot (and the Parkland use).
2) Municipal Class Environmental Assessment (Class EA) Study
This will be to complete (if still subject) a ‘Schedule C’ Municipal Class Environmental Assessment (Class EA) Study or Proposed Municipal Project Assessment Process (MPAP) including a 30%, 60%, 90% and Final design for a NEW bridge crossing over the Little Etobicoke Creek. Completion of this task will be full reliance on Engineering drawings for construction.
3) Site Servicing design drawings
This will be to complete the servicing design of the city lands totaling in area of 37 acres* (15 Ha); as well the design development of the eastern side of the city lands (approx.. 17 acres) for a new Transportation and Works Depot. Completion of this task will be full reliance on Engineering drawings for construction.
