A Toronto mayor's power derives from their ability to grant power to city councillors on their executive, effectively guaranteeing they vote for the mayor's platform. The Mayor can't overrule the Province — just as New York City can't overrule the State of New York — but there are things she can get passed, similar to Mamdani. I think she's playing it low key with a shorter first term but if granted a mandate after October, I'd like to see her get a little more ambitious.
