Why is it a disaster? They simply haven't put cladding on yet...

Glass and/or facade finishes should be roughly 5-7 floors below the forming if the project is being executed well.

^King and 50 Scollard was nowhere near that and no one that mattered was complaining as far as I am aware...so I presume that's a goal and not really an obligation. As well as, depending on the project at hand.

Yes many projects have cladding that is a little below the concrete as it rises, but a bunch fall behind, and don't get cladding until the concrete is nearly finished...

The 5-7-storey cladding lag thing is a pretty common trope that I hear a lot from old school construction folks, or from folks who’ve picked that up from old school construction folks. It takes one look around almost any site in the city to see that this fairly rarely occurs.
There are also reasons why you’d either choose or be forced to delay cladding, and one can’t really intuit what those might be without direct knowledge of a project, nor if they have an impact on occupancy (which is really all that matters).
