The November 14, 2023 Committee of Adjustment meeting has Morguard's application to sever the proposed residential area, while maintaining the mixed use zoning that the rest of BCC covers to allow for the densities proposed. .

Back at Committee of Adjustment, Morguard is proposing changes to allow for two taller buildings. 1000 units, all rental. The northwestern part of the mall (minus Sears) would get a minor addition and an entrance plaza.


Since the first submission in 2021, the application has been redesigned to reallocate the proposed number of units from the original four buildings to two buildings with heights of 40 and 50 storeys. The most recent SPA application was resubmitted to the City on July 10th, 2025 and is generally acceptable with a minor resubmission fofthcoming.
