The two shorter ones are for either side of the coach at stations.

The big one on the right is to evacuate wheelchair users in emergencies, if the accessibility coach cant stop adjacent to an accessibility platform, the big one can reach the ground.
 

Any chance they can buy the rest of the line to London to make travel Times better?

No as there isn't enough service needs to justify it.

The province buying land all the way to KW would benefit GO 100% to meet the Hourly service as well look at extending the line to Statford that would see a few trains a day, It then could be extended to London at some future date using a different train setup. It is time to look a small trains to various markets in th place of 12 car trains.

If VIA were to look at purchasing and upgrading tracks, those west of Kitchener would be a far better candidate, unless the province revives its ambitions to service London on its own account.
 
2 more Series VII cab cars have been repainted at the Whitby Rail Yard (couldn't get their numbers).
