honestly TTC operations are way out of whack here... they want to operate the LRT both as a streetcar when it comes to signalling and as full heavy underground metro for door operation.
they have zero awareness of what happens as a norm outside of the gta let alone overseas...
passenger trains =/= mixed freigh train consists. they should be assembled as 1 trainset instead of being a hodgepodge of different old and new. Even developing countries get this better than us.

I wont be surprised if they do this once they go in for the midlife rebuild. Its not as easy nor cheap as you suggest it to be, especially at govt contract and labour rates.
