I ride near this and on it sometimes. It's a pretty quiet residential street for most of its length. With the Meadowway right there, it seems a bit odd to have cycle tracks so close and parallel on an already reasonably quiet street with speed limits, given all the schools.

They've had since last summer. Has very specific drop off/pickup points and probably don't want the potentially disorderly crowds after events...essentially, Markville mall, Milliken GO, and Scarborough town centre.
