There's a sign at Kennedy (or at least there was in 2018) that advises "CYCLISTS DISMOUNT TO CROSS ROADWAY". I wonder if their insurance company realizes that they are recommending crossing there?

When a path dead ends into a sidewalk is the inference that cyclists are intended to use the sidewalk?
