They are installing - working behind the protective cocoon (RCS).

It'll be a real milestone when this thing FINALLY clears the top of 2 Bloor W. Only took, what, 5 or 6 years since construction started. (Does anyone remember that far back? Did this site exist? Did we have a printing press?)

Yeah, but about 80% of the current elevation came within only about the last 20% of that time frame.

I'm not in construction, but one reason could be because it's easier to deliver large items, supplies, and heavy equipment to a given floor when there aren't any windows in the way.
