Ledim Developments Ltd has submitted plans to the Town of Ajax proposing two 26-storey condominium towers in the Harwood-Salem neighbourhood, part of the Central Ajax area. Designed by Romanov Romanov Architects, the development at 154 Rossland Road East would bring 548 residential units to the suburban town on the east side of the Greater Toronto Area. A public meeting is scheduled to review and discuss the applications related to this project.
The site is located on the north side of Rossland Road East, just east of the intersection with Harwood Avenue North. It is predominantly vacant, with one low-rise residential dwelling fronting Rossland Road East. The surrounding area includes a mix of institutional, commercial, and residential uses, with Pickering Christian School directly to the east and low-rise residential a distance to the west. Both to the south of the site, Ajax GO station is accessible by a 21-minute bus ride, while Highway 401 is an 8-minute drive, offering transit and driving options for future residents.
The proposal seeks approval for an Official Plan Amendment and a Zoning By-law Amendment to permit the development of two 26-storey towers connected by an 8-storey shared podium. Both standing 82.3m in height, the north and south towers would house a combined total of 548 residential units. This high-rise design marks a shift from the area’s current low-rise use to a more densely populated urban form.
To accommodate the development, the amendments propose to redesignate the land from the current Prestige Employment zoning to a High-Density Residential designation. The new zoning would allow for a maximum density of 690 units per hectare. The by-law would also establish specific development standards, including a minimum of 1,096m² each of indoor and outdoor amenity space based on the proposed unit count.
The proposed development aims to offer a balanced mix of residential density and community amenities while providing sustainable transportation options like car-sharing or micro-transit services. At least 28 units, or 5% of the total, would be designated as affordable housing, in line with provincial policy. Minimum parking and bicycle storage provisions would also be established through the by-law, resulting in at least 411 spaces for residents and 44 for visitors, as well as 329 bicycle parking spaces.
The area surrounding the site is experiencing varied development activity. To the north, the 5-storey Grandview Children’s Treatment Centre and the 12-storey Village of Millers Creek are both currently under construction. Further east, the multi-phased Castlefields Park development is proposed to include 14 buildings and townhomes, with towers ranging from 8 to 15 storeys. Closer to the site, the 14-storey Parkland Ajax retirement building stands completed to the southeast, while to the northeast, 250 Rossland Road East is proposed as a four-tower project, with three towers at 18 storeys and one at 25 storeys.
The next step in the application process is a Statutory Public Meeting scheduled for Monday, October 21, at 1 PM, taking place at the Council Chambers in Ajax Town Hall. Residents and stakeholders can review and comment on the proposed amendments. This meeting will provide an opportunity for the community to offer input before further consideration by Ajax Town Council.
