Do you even live in the city? I’ve lived in the neighbourhood over 10 years ago plus now present day. I can speak on my personal opinion. Without it being completed it still has a lifeless feel that I can’t shake off.

Yes I do, over 12 years

. Regardless of your length of time living in the city, I still think it is strange to say that The Well (and every notable development in the neighbourhood) is without merit unless an elevated park is created. At least I think that's what you're trying to state?
