I'm just curious why a crane is being erected when not one shovelful of excavation has taken place yet. Usually there is a hole in the ground before a crane is erected.

Possibly because they had to erect the crane using the mobile crane parked on the former GO bus parking area and if/when that's excavated this would be impossible.

This one will definitely take longer to get going. The huge site on Phase 1 helped things speed along at a blistering pace.
